commercial fishery; relating to vessel permits for, and the                                         
establishment of a moratorium on entry of new vessels into, state Gulf                              
of Alaska groundfish fisheries; and providing for an effective date"                                
was not taken up this legislative day and the bill was referred to the                              
Secretary for engrossment.
